Blueprint for a Safer Economy

California has issued a blueprint for reducing COVID-19​ in the state with revised criteria for loosening and tightening restrictions on activities. In this blueprint, each county in California is assigned to one of four colored tiers – Purple (Widespread), Red (Substantial), Orange (Moderate) and Yellow (Minimal) – based on its rate of new cases and test positivity. The tier color will indicate how sectors can operate.

The Counties of Orange and Santa Clara are in the Red (Substantial) tier.


What is OPEN?

Counties in the Red (Substantial) tier are permitted to open some businesses and activities with modifications.

  • Restaurants can open indoor dining at 25% of capacity (max 100 persons)
  • Movie theaters can open indoor operations at 25% of capacity (max 100 persons)
  • Personal care services (e.g. nail salons, skincare, massage studios) can open indoor operations with modifications
  • Retailers can open at 50% of capacity
  • Grocery stores can open at 50% of capacity
  • Gyms and fitness centers can open indoor activities at 10% of capacity
